Hello Jochen,
thank you for the effort making the patches. How have you tested those?
You should know that DNF has a bugzilla for this, 878826. I have similar
patch ready on my local branch but haven't pushed it yet, there is an
issue obtaining log files from ABRT collectors blocking this:

The related FESCo meeting is probably this one:

To me it seems more like an open discussion whether we should be moving
to the timers and less as an 'lets do this now' discussion. It also
lacks substantial arguments for the move IMHO.
I'm adding yum-devel list if more people wanted to participate in the
discussion.
I have to admit I also see systemd timers as a step forward from the
hourly cron jobs, but the regressions this would cause need to be
resolved first.
