 This is where we see if we can apply a delta before we download it (Eg.
if the installed data can be converted back into the old .rpm)?

 This happens "all the time" when I hand install new versions of yum
from git :) ... but basically never otherwise, so it seems fine to just
drop it.

 ACK.


 Somewhat related ... how hard is it to add the features:

1. Given a dir of .rpms (not installed), download the new .drpms to get
new .rpms (basically the reposync case)?

2. Have "downgrade" use drpms to go backwards?
