why would anaconda need it for updateinfo?
Tags I only sort of buy if only b/c so far we've seen exactly NOTHING
using tags.

And this one line change for them is cruft?

All that happens is they remove yumbase.comps = None and the
accompanying comment.

B/c the moment we do it we will find the caller who wants us to NOT do
it.

Less code has value.
