[Yum-devel] develop a yum plugin that can access to windows ISA server

I just want to develop a yum plugin that can access to windows ISA server . The configuration of file yum.conf can not do all thing. Even I specified "proxy", "proxy_username" and "proxy_passwd" , yum still did not work.
