If you ask about that all yum-utils commands should core plugins enabled 
by default, then i think it is a good idea, but we had to add a 
--noplugins to the utils so it is possible to disable the plugins.
for the new util it is not a problem for they inherit the commandline 
options from yum-cli, but for the older ones an '-noplugins' option has 
to be added.
