 Well that would imply you want the foo.conf files
in /etc/yum/plugins.d/ to have enabled=0 by default, or you'll still
have all the plugins enabled when you run the yum command itself, no?

 This query is about having the plugins enabled/disabled be the same in
default in yum and all the yum-utils commands.
 Is there a reason you want different behaviour there?
