Ermmm, no.  ISO-8859-1 is a subset of UTF-8.  And I can *guarantee* that
those languages are perfectly fine with UTF-8 po files... we've been
mandating UTF-8 po files for many years now with anaconda and other
elvis/fedora hosted things
