Some random, not yet refined thoughts on this topic:

  * The natural diff format for a sqlite database is SQL.
  * It might be easier not to thinks about deltas but about a change log that
    needs to be replayed from the right position. That way it is easier to
    just append the new changes and split on a sensible time/size threshold.
