[Yum-devel] New build of yum-utils to FE?

I think the main yum package should optimally own that directory (along
with /etc/yum/pluginconf.d etc), I've just never gotten around to file a
bug to FC about it :) 

Since nothing owns it at the moment I just had the changelog package own
it so that *something* owns it.
