Yup. I think we should have something like /etc/yum.plugins.d for the 
*configuration* bits of plugins, and then /usr/lib/yum-plugins or such for 
the plugins themselves. The per-plugin configuration file is for
a) telling yum which slots to enable this plugin in
b) possible configuration options of the plugin itself
