There you said it: installing build dependencies is actually manipulating 
binary rpms, that's the only thing I meant with my "I'm beginning to 
think this should go into yum itself" comment. Stuff like grabbing remote 
src.rpm's belong to yum-src which, if installdeps goes into yum, wouldn't 
require root for anything.
