[Yum-devel] config changes in HEAD

Hi,
 I moved around a bunch of code in HEAD wrt the config parsing and repos
parsing. All of this really just moves the repos object out of the yum
config object and into the base yum class. This helps us abstract the
repository configuration away from the ConfigParser format and gives us
more options for adding multiple repository-configuration storage
formats/locations.

In addition, it should add flexibility for resetting repository
variables based on global config changes in the config object.

This came up as a discussion with Paul Nasrat about how to reset the
cachedir after the config had been read in.
