Have you heared anything from Paul yet? Given the fact that this
appears to be the way that RPM has been behaving since at least RH9,
is it okay to include the patch?

If the RPM people decide that this is a long standing bug in RPM we
can remove it when it gets fixed, but I think this is intended
behaviour.. See for example this mandrake bug:
http://qa.mandrakesoft.com/show_bug.cgi?id=6668 with a developer
replying that this is normal behaviour.
