If no yum.conf exists then just error out unless the user specifies the
repo. I'm guessing a lot of people would like to use this tool with the
repos they use with yum. It would be inconvenient to have to keep
entering the repos on the command line.

Or how about a command line switch to say "read repositories from
yum.conf" and another for "read repositories from apt's sources.list"?
These would be alongside the "--repodata" switch of course. I think this
would provide a good level of flexibility and convenience.
