Hi,

This is a follow up to the patch posted earlier on this list for proper
parsing of the 'bandwidth' and 'throttle' yum.conf options.

This patch has been reworked to ensure that these options are also
picked up from the per-repo config sections. The options in the [main]
section provide global defaults.

I've done a small amount of testing of the various combinations of
options in the [main] and per-repo config sections. Seems to do what it
should.

During testing I found two minor problems in yum/urlgrabber. I'll post
these to the Duke bugzilla.
