Ownership doesn't matter.
Before:

[root at thrace rhel-i386-as-3]# ls -al
total 324
drwxrwxr-x 5 root root 4096 Apr 27 13:50 .
drwxrwxr-x 21 root root 4096 Apr 19 01:36 ..
drwxrwxr-x 2 root root 315392 Apr 22 12:08 getPackage
drwxr-xr-x 2 root root 4096 Apr 25 00:51 repodata

After:

[root at thrace rhel-i386-as-3]# ls -al
total 328
drwxrwxr-x 5 root root 4096 Apr 27 13:50 .
drwxrwxr-x 21 root root 4096 Apr 19 01:36 ..
drwxrwxr-x 2 root root 315392 Apr 22 12:08 getPackage
drwxr-xr-x 2 root root 4096 Apr 25 00:51 repodata
drwxr-xr-x 2 root root 4096 Apr 27 13:50 .repodata

I am using this command:
createrepo -pv --update -C -c /mnt/storage/RedHat/shacache
/mnt/storage/RedHat/rhel-i386-server-5
