[Rpm-metadata] tags in .repo files

The openSUSE build service allows project owners and the community to tag 
repositories and packages via the web interface and the web api. The 
resulting repositories are dumped as rpm-md repositories. Package management 
UIs should be able to get this tags so they can be displayed.
