[Rpm-metadata] [patch] createrepo --update

This is a patch that we've been using within Red Hat. If allows for a 
repo to be quickly updated by first scanning the existing metadata and 
only rescanning rpms that have been changed or added. This can 
drastically improve performance (even beyond using --cachedir) when only 
a small number of rpms have been updated.
